President Ruto Leads 3rd Cabinet Retreat and Midterm Review for National Executive in Karen

President William Ruto on Thursday presided over the 3rd Cabinet Retreat and Midterm Review for the National Executive at a high-level gathering held in Karen, Nairobi. The meeting brought together Cabinet Secretaries, Principal Secretaries, and other senior government officials to evaluate the performance of the Kenya Kwanza administration at the halfway mark of its five-year term.

The retreat, which focused on assessing the progress of key government programs and the implementation of flagship policies, comes at a crucial time when the country is grappling with economic challenges, public discontent, and demands for greater accountability from elected leaders. The event was themed “Accelerating the Bottom-Up Economic Transformation Agenda (BETA)”, echoing the administration’s commitment to inclusive economic growth.

In his opening address, President Ruto emphasised the need for a results-oriented public service and reminded his Cabinet that Kenyans expect delivery, not excuses. “This retreat is not a talk show; it is a platform for honest self-reflection and performance auditing. We must ask ourselves whether we are truly delivering value to the people of Kenya,” he stated.

The President praised some ministries for achieving significant milestones, including infrastructure expansion, fertiliser subsidy programs, and the digital transformation of government services. However, he also issued stern warnings to underperforming departments, warning that non-performance would not be tolerated moving forward.

Deputy President Rigathi Gachagua, who also addressed the forum, urged Cabinet Secretaries to improve coordination with county governments and to fast-track the implementation of projects that directly impact the lives of ordinary Kenyans. “We must ensure that national development is felt at the grassroots level. We have no time to waste,” he said.

During the retreat, Cabinet Secretaries presented detailed performance reports, highlighting achievements, budget utilisation, and challenges encountered. Discussions also covered the status of the Hustler Fund, food security initiatives, the Competency-Based Curriculum (CBC) implementation, healthcare reforms under the Universal Health Coverage (UHC), and climate resilience programs.

The Office of the Head of Public Service is expected to compile a comprehensive performance review report from the retreat, which will inform adjustments in policy and execution going forward. The government is also expected to unveil a public dashboard to improve transparency and allow Kenyans to track key project progress.

As the Kenya Kwanza administration marks its midterm, the retreat signals a renewed push to accelerate reforms and fulfil campaign promises amid growing calls for economic relief, job creation, and improved governance. President Ruto concluded the session by calling for discipline, innovation, and integrity in service delivery, noting that his administration would be judged not by intentions but by impact.
